North Carolina Loan Repayment Program (NC LRP)

- What it pays
- Dentists: 'Up to $100,000' (full-time), up to 4 years; Dental Hygienists: 'Up to $60,000', up to 4 years. Capped at documented principal educational loan debt; pro-rated for part-time.
- Commitment
- Up to 4 years; full-time = at least 32 hrs/week direct patient care; part-time = 20-31 hrs/week (pro-rated award). Max two NC LRP awards.
- Where you can work
- Outpatient comprehensive primary care sites located within a HPSA (score matching discipline); must accept Medicaid and Medicare; exempt sites include FQHCs, free clinics, health depts, RHCs, NHSC sites, school-based; private dental practices eligible as non-exempt sites (need sliding fee scale, site data table).
- Applying
- Rolling; 'Funding is limited and the awards will be based on a first-come, first-served basis'. Employment must have started within past 5 years.
- Taxes
- Guidelines: 'incentive payments to repay their loans tax-free'; ORH web page: 'Offers up to $100,000 (non-taxable)'. No IRC section cited.
- Specialists
- Guidelines list 'Dentists' without specialty restriction; sites must provide comprehensive outpatient primary care (care not limited to a particular organ system/population).

North Carolina is not on HRSA's SLRP award list; current ORH page lists NC LRP, HNSB, NC PCPI (physicians only), NCNI (nurses) - no separate SLRP page. (A search snippet from an NC legislative report says most historical dentist contracts were via the NC State Loan Repayment Program, but no current SLRP page was found.)
Federal programs that also work in North Carolina
- NHSC Loan Repayment Program: up to $50,000 for two years full time at an approved site, tax-free. Funded only through Dec. 31, 2026 under current law.
- Indian Health Service Loan Repayment Program: up to $50,000 for two years at IHS, tribal and urban Indian sites.
- Military scholarships and loan repayment.
How these fit with your other loan choices
- PSLF: if the site is a nonprofit or government employer, the same years can count toward PSLF. If you’re sure to reach PSLF, a repayment award mostly shrinks what PSLF would have forgiven.
- RAP: award payments lower your balance, not your RAP payment, which is based on income. Estimate your RAP payment.
- Refinancing: most programs repay federal and private qualifying education loans; check whether yours counts before you refinance.
